A Bolivar man is in McKean County Jail after Pennsylvania Troopers arrested him during a traffic stop in Eldred Township. 34-year-old Andrew S. Whipple was stopped early Saturday and charged with DUI, careless driving, failure to change address and no insurance. Arraigned in District Court by Judge William Todd, Whipple was sent to jail when he couldn't post $5,000 bail. A preliminary hearing has been scheduled for Thursday morning.
