Two Allegany County residents are both facing a slew of charges following an investigation into a suspicious vehicle complaint in Castile. At approximately 2:25 p.m. on March 29, Captain Edward Till, responded to the Dollar General Store on Route 19A in Castile for a report of two subjects in a vehicle who were acting “very suspicious”.

Kish
Till made contact with the two occupants who were sitting in a pick-up truck and immediately suspected that both occupants were under the influence of narcotics, and determined that neither occupant held a valid driver’s license. The driver was identified as Dustin Kish, age 26, of Rushford. As Kish was being patted down for officer safety, several bags of suspected Heroin allegedly fell from his clothing.


Williams
The passenger at the time was identified as Alisha Williams, age 23, of Cuba. She allegedly admitted to driving to Crosby’s Market in Castile from Rochester while Kish allegedly admitted to operating the vehicle from store to store. Alisha was found to be in possession of suspected Suboxone and Marijuana. Deputies say a search of the vehicle revealed several full and empty packets of suspected Heroin, Cocaine, a Hypodermic Instrument, and other Drug Paraphernalia.
Deputy Aaron Chase, who is a drug recognition expert, determined that Kish could not operate a motor vehicle safely in his current condition. He was charged with Felony DWAI by drugs, Felony DWAI combo, Felony Aggravated Unlicensed Operation in the 1st degree, Criminal Use of Drug Paraphernalia, Criminal Possession of a Controlled Substance, Possession of a Hypodermic Instrument, Circumvent Interlock Device and Aggravated Unlicensed Operation in the 2nd and 3rd degrees as well as Unlicensed Operation of a Motor Vehicle. Kish was remanded to the Wyoming County Jail in lieu of $10,000 cash bail.
Sergeant Colin Reagan, who is also a drug recognition expert, determined that Williams could not operate a motor vehicle safely in her current condition. She was charged with DWAI combo, operating a Motor Vehicle Impaired by Drugs, 2 counts of Criminal Possession of a Controlled Substance, Criminal Use of Drug Paraphernalia, Possession of a Hypodermic Instrument, Unlawful Possession of Marijuana, and Aggravated Unlicensed Operation in the 3rd Degree. She was committed to the Wyoming County jail in lieu of $2,500 cash bail.
